YouTube Partner Program Changes 2027: What Faceless Channels Should Do
On this page

The YouTube Partner Program changes in 2027 start February 1. Channels will earn from the Shorts Creator Pool only in months with 10 million qualified Shorts views over the last 90 days, and new applicants will need 1,000 subscribers plus 8,000 qualified watch hours or 20 million Shorts views. Faceless channels should add long-form watch time, which EasyViral's Sketch Explainer can produce, and TikTok or Shopping income.

Short answer: From February 1, 2027, Shorts pool money goes only to channels holding 10 million qualified Shorts views per 90 days, tested monthly, and new YPP applicants need 1,000 subscribers plus 8,000 watch hours or 20 million Shorts views. Channels already in YPP keep their status but must accept new terms in YouTube Studio by January 31, 2027.

YouTube announced the changes on August 10, 2026 in a YouTube Blog post, a TeamYouTube community post, a Help Center article and a YouTube Creators video. It calls them the first significant changes since 2018 to a program with more than 3 million creators. Our earlier 10 million Shorts views playbook covers the rules that apply until January 31, 2027.

What are the YouTube monetization requirements in 2027?

The subscriber floor stays at 1,000, but both performance routes double for new applicants, the Shorts pool gets a monthly floor and the activity rules change. Here is each rule as YouTube's help pages state it as of October 2026.

RuleUntil January 31, 2027From February 1, 2027

Sources: YPP changes, YPP eligibility, expanded YPP and Shorts monetization policies. Meeting a threshold only lets you apply. YouTube still reviews each channel against its monetization policies, typically within about a month.

What else changes on February 1, 2027?

Premium Lite expands to every country with YouTube Premium, and creators share a pool of 60% of net Premium Lite revenue (30% for Premium), paid 55% to long-form and 45% to Shorts; Premium Lite members can still see ads on Shorts. Targeted Shorts ads and new Shorts incentive programs (Shopping bonuses, brand deal production credits, trend boosts) have no published launch dates or criteria.

How does the Shorts Creator Pool 10 million views rule work?

From February 1, 2027, every YPP channel, existing partners included, earns from the Shorts Creator Pool only in months when it has at least 10 million qualified Shorts views over a 90-day window. The test covers ad and YouTube Premium revenue on Shorts and repeats every month, according to YouTube's Shorts monetization policies.

Missing it costs that month's pool share and nothing else. The help article says a channel below the bar "will not be removed from YPP" and that "this will not impact other YPP earnings, including long-form video." Shorts revenue sharing resumes automatically once the channel is back above 10 million.

Which 90 days decide each month's Shorts earnings?

The window closes mid-month. YouTube measures views "over the 90 day period ending on the 15th day of the calendar month preceding the month for which earnings are being calculated." Read literally, February 2027 earnings depend on the 90 days ending January 15, 2027, a window that by our count opened on October 18, 2026. YouTube has not published a calendar, so the dates below are our arithmetic.

Earnings month90 days that decide it (our count)
February 2027October 18, 2026 to January 15, 2027
March 2027November 18, 2026 to February 15, 2027
April 2027December 16, 2026 to March 15, 2027

How many Shorts views a day is 10 million in 90 days?

Ten million qualified views in 90 days is about 111,111 a day, or roughly 3.3 million a month, every month. A weak month stays in the rolling window for about three months, so one slow stretch can sink up to three monthly tests. YouTube states totals; the daily figures are our division.

What counts as a qualified Shorts view or watch hour?

A qualified Shorts view is an engaged view of a public Short, not the number under your video. YouTube Creator Liaison Rene Ritchie wrote on August 12, 2026 that an engaged view means the viewer "stayed to watch past the initial seconds, and does not include any loops." Views of private, unlisted and deleted Shorts, Shorts viewed as an ad, long-form views and Image Posts do not count.

Qualified watch hours come only from public long-form videos, including podcasts, and archived livestreams, and Shorts watch time never counts toward them. The public counter runs higher than the number that pays: since August 24, 2026, YouTube counts a view from the first frame, while YPP stays based on qualified views. Add up engaged views in YouTube Analytics instead.

Who is affected by the 2027 YPP changes?

Shorts-first channels under 10 million qualified views per 90 days lose the most. YouTube's blog post says creators who already earn significant revenue from Shorts "are unlikely to be impacted by these changes."

  • In YPP, mostly long-form: your status and long-form ad earnings are safe. Accept the new terms and meet one activity rule.
  • In YPP, Shorts-first, above 10 million: little changes, but the rolling test now decides each month's pool payment.
  • In YPP, Shorts-first, below 10 million: pool income stops from February 2027 until you are back above the line. Long-form ads, fan funding and Shopping continue.
  • Not in YPP, close to 4,000 hours or 10 million Shorts views: apply as soon as you are eligible. YouTube has not said how applications still in review on February 1 are treated.
  • In the 500-subscriber tier: it does not change, but YouTube has not said which ads threshold applies if you move up after February 1, so ask Creator Support.
  • Starting from zero: the 500-subscriber tier is the realistic first milestone, because the ads tier is now twice as far away.

What does this mean for faceless and AI-assisted Shorts channels?

A faceless channel that earns on YouTube only through Shorts carries the most risk: below 10 million qualified Shorts views per 90 days, its Shorts ad income is zero. Shorts pool income becomes something only consistently large channels keep, so smaller channels need a second route.

Keep posting Shorts anyway. They still count toward the 500-subscriber tier, the 20 million route and the activity rules, and the community post promises new incentive programs for creators who regularly post Shorts, "including those in earlier stages who may fall below the 10M views mark."

Can AI-generated faceless videos still be monetized?

Yes, if each video is original and the channel does not look mass-produced. YouTube's monetization policies allow "using AI to visualize a unique character and narrative you invented" and "a series following a set of characters across episodes" where each video has a distinct storyline. They exclude "AI-generated content made with generic or unoriginal templates giving the impression of mass production" and slideshows or scrolling text "with minimal or no narrative, commentary, or educational value." Reviewers judge the channel as a whole.

Channels using AI personas that present as human experts on health, legal issues, finances or politics cannot be monetized, and realistic AI scenes must be disclosed; non-realistic AI content needs no label. Our guide to AI videos that do not feel like slop covers the craft side.

Is the 8,000 watch hours route realistic for a faceless channel?

For a channel that holds viewers for several minutes, it can be the more reachable route, because it counts hours, not views. 8,000 hours is 480,000 minutes. At an average of 4 minutes watched per view, that is 120,000 views a year, about 330 a day, against roughly 222,222 qualified views a day on the Shorts route. Long-form views are harder to win, and 4 minutes is only an example: use your own average view duration.

Long-form also satisfies the activity rule (2 uploads every 90 days or 1,000 hours a year). YouTube classifies a video as a Short only if it is square or vertical and up to 3 minutes, so a landscape 16:9 upload is a regular video whose public watch time counts toward qualified watch hours.

Where else can faceless channels earn if Shorts pool money stops?

Most other income lines do not depend on the 10 million test. The community post names long-form ads, fan funding and YouTube Shopping as unaffected, and affiliate links, sponsors and your own products sit outside YouTube's thresholds. As of October 2026:

Income streamWho can use itTied to the 10M Shorts test?

How does TikTok Creator Rewards compare?

TikTok has no rolling 90-day test, but it only rewards longer videos. Its US terms, updated July 20, 2026, reward content "with a duration of at least 1 minute" and require you to be 18 or older with 10,000 authentic followers and 100,000 authentic video views in the last 30 days. Its EEA terms add that rewarded videos must be original and reach 1,000 qualified views.

Watch the overlap with YouTube. A vertical video up to 3 minutes posts as a Short, and YouTube blocks any Short over one minute that has an active copyright claim. If you cross-post 1 to 3 minute TikTok cuts as Shorts, use music cleared for YouTube, such as the YouTube Audio Library. Our Shorts vs TikTok vs Reels comparison covers where to post first.

What should you do before January 31, 2027?

Measure, apply if you can, accept the terms, protect the Shorts window, then start a long-form series. The dates assume YouTube applies its rules as written.

  1. 1This week (by October 31, 2026): check YouTube Studio's Earn tab for your status and new terms, then note subscribers, long-form watch hours (365 days) and engaged Shorts views (90 days) from YouTube Analytics.
  2. 2Now, if you qualify under today's rules: turn on 2-Step Verification and advanced features, set up AdSense for YouTube and apply. Reviews typically take about a month and a first rejection means a 30-day wait, per the YPP overview.
  3. 3When the new terms appear, and by Sunday, January 31, 2027: accept the Watch Page Monetization Module, the Shorts Monetization Module and, if you use fan funding, the Commerce Product Module. If an MCN owns and operates your channel, confirm it accepted.
  4. 4October 18, 2026 to January 15, 2027: by our reading, this window decides February's pool payment. Check your rolling 90-day engaged Shorts views weekly; if you average well under 3.3 million a month, plan as if pool income stops.
  5. 5November 2026: start a long-form series with a fixed format and upload day, for example landscape Sketch Explainer episodes. It builds watch hours for entry and keeps the channel active.
  6. 6December 2026: set up income that ignores the pool: Shopping tags if eligible, fan funding from 500 subscribers, the Creator Partnerships tab, affiliate links, and TikTok Creator Rewards with original videos of at least one minute.
  7. 7January 15 to February 1, 2027: the first window closes Friday, January 15, terms are due Sunday, January 31, and the rules start Monday, February 1. Then check Shorts Feed ad revenue in YouTube Analytics.
  8. 8From February 2027: the 90 days ending on the 15th decide the next month, so February 15 decides March. Keep uploading at least 2 long-form videos or 5 Shorts every 90 days.

Where does EasyViral fit, and where does it not?

EasyViral helps with output, not eligibility. It does not change YouTube's thresholds, no tool guarantees views, watch time or YPP approval, and YouTube's originality policies apply to every video it makes.

  • Long-form: the Sketch Explainer makes hand-drawn explainers, where a hand draws each scene while a narrator explains, in landscape 16:9 or vertical 9:16, up to 10 minutes. A 10-minute video costs 1,800 credits and renders in about an hour; 5 and 10 minute lengths depend on your plan. It covers 24 topic categories in 11 languages, and series mode continues each episode's thread. Our AI whiteboard animation guide compares it with VideoScribe, Doodly and other tools.
  • Shorts, TikTok and Reels: the Faceless Series writes and voices videos over AI-generated scenes in 13 art styles and 38 niches, and auto-posts to TikTok, Instagram and YouTube on the dates you pick. Its 120-second length (Growth or Pro) clears TikTok's one-minute minimum.
  • Volume: credits, not the daily cap, set output. Pro's 12,000 monthly credits cover 48 thirty-second Faceless videos. See pricing.
  • Not the answer: if you already hold 10 million qualified Shorts views per 90 days, YouTube expects little change for you. And never use an AI avatar, EasyViral's included, as a doctor, lawyer or financial adviser, because YouTube will not monetize it.

Easy production raises the originality bar, so give every episode its own topic and angle. Our guide to automating Shorts posting covers the setup.

Frequently Asked Questions

Do you still need 1,000 subscribers for YouTube monetization in 2027?

Yes. From February 1, 2027, new channels applying for ads and Premium revenue sharing still need 1,000 subscribers, plus 8,000 qualified watch hours in the last 365 days or 20 million qualified Shorts views in the last 90 days. The 500-subscriber tier does not change, and every channel is still reviewed before approval.

Will a channel already in YPP lose monetization if it is under 8,000 watch hours?

No. YouTube says the new entry thresholds apply only to new applicants, so existing partners keep their YPP status and long-form ad earnings. They still face the monthly 10 million qualified Shorts views test for Shorts pool income, new activity rules, and updated terms that must be accepted in YouTube Studio by January 31, 2027.

What happens if my Shorts get fewer than 10 million views in 90 days?

From February 1, 2027, you earn nothing from the Shorts Creator Pool (ads and Premium on Shorts) in any month where the 90 days ending on the 15th of the previous month total under 10 million qualified Shorts views. You stay in YPP, other earnings continue, and Shorts revenue sharing resumes once you are back above the line.

Do Shorts views count toward the 8,000 watch hours?

No. Qualified watch hours come only from public long-form videos, including podcasts, and archived livestreams. Shorts watch time does not count toward the hours route, and long-form views do not count toward the Shorts route. A new applicant must complete one route on its own, plus reach 1,000 subscribers.

What counts as a qualified Shorts view?

A qualified Shorts view is an engaged view of a public Short: the viewer kept watching past the first seconds, and loops do not count. Views of private, unlisted or deleted Shorts, Shorts shown as ads and Image Posts are excluded. Since August 24, 2026 the public counter starts at the first frame, so check engaged views in YouTube Analytics instead.

What happens if I do not accept the new YPP terms by January 31, 2027?

You stay in the YouTube Partner Program, but from February 1, 2027 you stop earning from any feature whose updated module you have not accepted: the Watch Page Monetization Module, the Shorts Monetization Module and, where it applies, the Commerce Product Module. Earnings resume once you accept in YouTube Studio. For MCN-owned channels, the MCN must accept.

What to do this week

Open the Earn tab, write down your three numbers and pick a route. If you can hold 10 million qualified Shorts views every 90 days, protect that number through January 15. If you cannot, start a long-form series in November and build income outside the pool. Accept the new terms the day they appear. EasyViral can produce that series, with plans from $9 a month.
